SUMPs-Up is one of the three projects related to sustainable urban mobility plans under the European Union's CIVITAS 2020 initiative. It brings together eight partner organisations and seven partner cities, all of whom are seeking to help European cities to introduce cleaner and more sustainable mobility.
The project assists planning authorities to overcome the barriers that prevent or make it difficult to implement SUMPs: capacity building, tailored information, and support during development and implementation phases will equip them with the necessary knowledge and skills to do so.
Planning authorities and their staff will be involved in all stages of the project, with the focus on countries and areas where SUMP take-up is particularly low.
Enable mobility planning authorities across Europe to embrace SUMP as
the European-wide strategic planning approach, especially in countries where
take-up is low and the negative effects of transport are severe
Outreach Cities
600 cities will be reached out to over the course of the project. With Outreach Cities, the emphasis will be on capacity building.
Cities in the Innovation Pilot Pool
100 cities will become members of the Innovation Pilot Pool. The Pool will facilitate significant peer knowledge exchange and be split into an expert and a leadership group.

These seven cities are full project partners. Advanced in SUMP development, they act as role models for other cities.
SUMPs-Up is one of three CIVITAS SUMPs-related projects, alongside CIVITAS PROSPERITY and CIVITAS SUITS. The three projects bring together more than 80 actors working towards a common goal: to support cities across Europe to develop and implement Sustainable Urban Mobility Plans.
By enhancing cooperation among the Member States, the CIVITAS SUMP projects makes it possible to lower the barriers to the implementation of more energy-efficient and sustainable urban mobility planning in an integrated way that would not be possible within one country alone.
SUITS aim is to substantially increase the capacity of small- and medium-sized local authorities to develop and implement transport strategies and systems, policies, technologies, practices, procedures, tools and measures that are sustainable, inclusive, integrated and accessible. These will recognise the end-to-end travel experiences of all users and freight.
CIVITAS is a network of cities for cities dedicated to cleaner, better transport in Europe and beyond. Since it was launched by the European Commission in 2002, the CIVITAS Initiative has tested and implemented over 800 measures and urban transport solutions as part of demonstration projects in more than 80 Living Lab cities Europe-wide.
There is a gap between the needs and demands of the cities that should develop and implement SUMPs and higher administrative institutions that should prepare the ground and provide (national) support programmes to encourage cities to develop and implement SUMPs. The project closes this gap by facilitating a unique approach of involvement and activation.
